杨学辉，男，1962年11月23日出生。1994年毕业于武汉交通科技大学交通运输管理工程专业，2010年荷兰航运学院短期进修。现就职于重庆交通大学航运与船舶工程学院，航海科学与技术学科副教授，硕士生导师。现任全国船员考试指导委员专家库成员、重庆市人民政府交通运输组安全生产专家、重庆市船舶通航安全评估专家库成员、中国海事仲裁委员会仲裁员。
本人从事航海技术、海事管理专业教学工作三十余年，先后承担《船舶操纵》、《船舶管理》、《避碰与信号》等10门专业课程的理论教学。近年来，本人在交通信息工程及控制领域、船舶通航安全保障领域及重庆辖区水上交通事故调查处理开展了大量的科技服务和咨询相关工作，先后主持、参与西部交通科技建设项目《三峡库区船桥碰撞预警及在线监控系统研究》、交通运输部应用基础研究项目《MITS中智能数据处理与应用研究》等省部级项目10余项，承担各级各类横向项目30余项，撰写并公开发表学术论文30余篇，其中被SCI、EI检索10篇，编撰并公开出版《职务与法规》、《船舶管理》、《内河客船安全管理》等教材6部。
Yang Xuehui, male, was born on November 23, 1962. He majored in transportation management engineering and graduated from Wuhan University of Science and Technology in 1994. In 2010, Yang took a short-term study in the Shipping College of Netherlands. Yang Xuehui works currently as an associate professor and graduate tutor in the School of Shipping and naval architecture of Chongqing Jiaotong University, a member of National Steering Committee for Seafarer’s Examination, an expert on Safe transportation and production of Chongqing Government, a member of Chongqing Water Traffic Safety Evaluation expert database, as well as an arbitrator of China Maritime Arbitration Commission.
Yang Xuehui has been engaged in theoretical teaching in nautical technology and maritime management for 30 years, courses including vessel manoeuvring, vessel management, collision avoidance and vessel signals, etc. In recent years, Yang has taken a lot of work on scientific service and consultation in the fields of traffic information engineering and control, vessel traffic safety and security, and water traffic accident investigation in Chongqing’s jurisdictional. He has taken over or participated in about 10 provincial and ministerial projects, such as the research on the bridge collision warning and online monitoring system for vessels in the Three-Gorges reservoir area, pertaining to the western scientific traffic construction project, the research on the MITS intelligent data processing and application pertaining to applied basic research project of the Ministry of Transport. Additionally, Yang Xuehui has taken more than 30 horizontal projects of all levels and published more than 30 academic papers with 10 of which listed inSCI and EI. Moreover, Yang has compiled and published 6 textbooks including Duties and Regulations, Vessel Management, Safety Management of Inland-water Passenger Ship, etc.
